So .. I'm now wondering how are states going to figure out the following
Merchants - Who are they, Where are they located, How much sales they do in the state..
Affiliates - Who are they, where are they located, how are they linked with merchants

Network level .. are States going to force the Networks to provide there merchant / publisher lists and the relationships?
