Looks like they are converting just fine according to your numbers. Your epc with them is $8.25 I would try an send them more traffic and see what happens.

Catalogs.com converts as well as Shop At Home.

One of the reasons for low conversion on Catalogs.com is the link only merchants they have on their website. Affiliates only get paid when someone orders a catalog or savings certificate. This means if the button on the page says "Visit this company's website", affiliates do not get paid for that traffic but Catalogs.com does charge those merchants a few hundred dollars for the link and traffic.

Since they started the link only model in 2002, they have added over 50% of the new catalogs to that model.
