So many other good ones on this board ... too hard to make a decision but Geno stands out by far due to sheer diligence and tenacity. :-)
Two managers who have what it takes to run awesome programs. I've spent considerable time conversing with both of them and they are both top-notch.

I nominate Danny Kautt and Alan Townsend. They both have outstanding affiliate support and cool tools for their programs. Alan's workshops are innovative and I hope to emulate them this year.

Alan Earl of iDishnetwork.com (dish network satellite sales) cuz he was one of the very first programs to add an "no spyware, parasiteware, adware allowed" policy! His policy also includes seized comms for cheaters and subsequent bounties paid for turning in cheaters (when it first started, I was paid many times - seems to have worked to reduce the bad crap - hard to find them now). And because he bucked the trend in his niche and has kept US employees in his call center which definitely makes for better conversions and a lot less complaints from customers.

I nominate Chris from AMWSO. Aside from being a great affiliate manager he has time and again been there for us through the LinkShare mess last year answering many of our questions long before the LS folks would. We knew he was not an authority or representative of LS, but since he saw how things worked form the merchant end (and we all know LS treated merchants better than us...at least back then), it was very helpful to get quick answers or thoughts from him to each of the constant obsticals we encountered.
Thanks, Chris. If you do not get the award I still want you to know we appreciated all your efforts.
Of note, Chris is still at it and I even saw a post today that LS had not responded to from an affiliate who could not get paid. Chris had information of a possible cause that may lead to solving the problem. Way to go, Chris!

I nominate Michael Nunez of EasyClickTravel for his ethics and unwillingness to work with BHO's in the program he manages.
I second the Chris Sanderson and Andy Rodriguez nominations for the same reasons.
BHO affiliates are what is wrong with affiliate marketing and smart, educated affiliate managers are what is needed to drive the BHO publishers out of business.

I second the nomination for Michael Nunez of EZ Click Travel - he also attended Andy's seminar last year where I got a chance to meet him - travel sector has lots of bad players in my mind and it's hard to sort out which is which at times.
As far as nominating Andy for this award, I think so highly of Andy that I think he should judge this one category - popularity is fine for most categories, but Andy knows more about managing programs the right way than any other in the biz. If his name's on the list here, he will get my vote.
With the growing number of OPMs here at ABW, maybe it's time to split this category into in-house AM and OPM.

For OPM: Chet Brzezinski from Proudmedia
Chet has been a tremendous help to me this year. He made time out of his schedule to answer any and all of my questions no matter what the question was or when it was asked. Not only that, he actually listened to some recommendations that I made and put them into affect. Even though I'm typically one of those proverbial "small fish" in a big pond, Chet never treats me this way. Throw in his anti-parasite stance and his dynamic templates, and Chet gets the nod from me.
In-House: Ila King and David Rogers of New Line Cinema/WBShop
Once again, someone who takes time to take care of the small guy. I've enjoyed working with these folks this past year and I am impressed with their dedication to "keep it clean." Even though David is no longer with New Line/WBShop, I look forward to working with him again one day.

I would have to pick between at least 4 already nominated at this point and it would be a tough decision. But yes, as Leader said, this is a GOOD thing.
