My CFO is keeping me from adding any international affiliates because of tax reasons. He feels the US based affiliates are cut and dry and can be monitored with a simple w9 form. With the international ones he doesn't know if you have to complete forms for the us govt to explain where you money is being sent. For instance can you send check to China with no additional paper work. I guess in this post 9-11 world he wants to be extra careful. Any suggestions or reference points we can check out?

You can always start your affiliate program at a network such as shareasale and let the network take care of the accounting issues associated with paying international affiliates.

Most networks ask international affiliates to fill up a W8 form(if I remember that right), which you might want your CFO to check out.

If you exclude the international affiliates then you miss a huge lot. This summer Google announced that over 50% of its search was international. The UK and Australia have some of the strongest affiliates available.

I'm an international affiliate. Most of my merchants as well as the networks asked me to state in writing that I'm non-US based, have no tax liability in the US and will take responsibility for my local taxes myself. This way they're off the hook, and the ball is in my court.

This maybe an option for you as well.
